Commissioned by the Department of Pesticide Management of the Ministry of Agriculture and Rural Affairs and the Department of Agricultural Product Quality and Safety Supervision, from September 22 to 23, 2023, the Ministry of Agriculture and Rural Affairs Pesticide inspection Institute organized, China Agricultural University undertook the agricultural industry standard expert review meeting held in Lanzhou, Gansu Province. More than 30 experts from scientific research, teaching, management, testing, production and standard formulation, as well as main drafters of standards, participated in the meeting. Huang Xiuzhu, Director of the Pesticide Inspection Institute of the Ministry of Agriculture and Rural Affairs, Liang Zhongke, deputy director of the Department of Agriculture and Rural Affairs of Gansu Province, Yao Wenying, chief expert of the Agricultural Product Quality and Safety Center of the Ministry of Agriculture and Rural Affairs, and Wang Peng, Dean of the College of Science of China Agricultural University, attended the meeting and made a speech. The opening ceremony was presided over by Wu Jinlong, Director of the Quality Evaluation Department of Pesticide Inspection Institute of the Ministry of Agriculture and Rural Areas.
In his speech, Director Huang Xiuzhu affirmed the achievements of the construction project of the general analytical method system, and stressed the importance of pesticide quality standards in pesticide quality management. Director Huang pointed out that pesticide quality standards are not only a key means for enterprises to ensure product quality, but also an important basis for market supervision and law enforcement, and a driving force to promote industry innovation and development. Director Huang put forward hopes and requirements for the next stage of standard formulation: First, we must adhere to the scientific and rigorous standard making attitude to ensure the technical advancement of the standard; Second, we must do a good job in the publicity and implementation of standards and give full play to the leading role of standards; Third, it is necessary to actively plan the construction of pesticide standard system and accelerate the reconstruction of pesticide standard management mechanism; Fourth, we should actively participate in the formulation of international pesticide standards, break the technical barriers to international trade by making efforts in standards, and enhance the international influence and discourse power of Chinese pesticides. At the meeting, Director Huang expressed his sincere thanks to the Department of Pesticide Management and the Department of Agricultural Product Quality and Safety Supervision for their support and guidance in the construction of the standard system for general analytical methods.
The expert group listened to the report on the preparation of the standard drafting unit, carefully reviewed and questioned the text of the standard for examination and related materials, and put forward suggestions and suggestions for revision. After careful discussion and strict review, the expert group agreed that the compilation format of agricultural industry standards such as "Chemical Analysis Method for the determination of active Component Content in Pesticide Products" conforms to GB/T 1.1-2020 "Standardization Work Guidelines Part 1: The structure of the standardization document and the requirements of the drafting rules, the text content layout and level division are clear, the technical content is coordinated with the current laws, regulations and relevant standards in China, the analysis method verification is sufficient, the results are good, and it has a high normative, scientific, advanced and applicable. The expert group unanimously agreed that the standard passed the review, and suggested that the drafting unit revise and improve in accordance with the review opinions, and submit to the competent authorities as soon as possible.
The agricultural industry standard is the third series of standards in the construction of the general analytical method system for the determination of the active component content, which is technically concentrated by the pesticide Inspection Institute of the Ministry of Agriculture and Rural Affairs, and drafted by seven units such as China Agricultural University. Based on the new requirements of high-quality agricultural development and pesticide management in China, the standard, on the basis of full investigation, reference to the relevant analysis methods of international organizations and relevant domestic standards and literature, through a large number of experimental studies and method verification, stipulates the general requirements of chemical analysis and chemical analysis of 15 kinds of pesticide active components, filling the domestic standard gaps in the field of relevant detection methods. The release and implementation of this standard will help to further improve China's pesticide quality standard system, help inspection and testing institutions to expand the scope of detection capabilities, help to further improve the quality supervision level of pesticide products, promote the green development of China's pesticide industry, and ensure agricultural production safety and agricultural product quality safety.
