Since 2023, China's pesticide industry has faced a severe situation of downward pressure and significant decline in benefits, with the relocation of pesticide enterprises in recent years and the increase in new investment and other factors, China's repeated construction of pesticides is still severe, serious overcapacity, clean, continuous, intelligent production level needs to be further improved. According to the development goals of the "Fourteenth Five-Year" National Pesticide Industry Development Plan, there is still a certain gap between the development level of China's pesticide industry and the requirements of the modern industrial system of "intelligent, green and integrated".
In order to promote the green and high-quality development of the pesticide industry, the China Pesticide Industry Association recently formulated and issued the "Pesticide Industry Green Promotion Action Plan", the specific plan is as follows:
I. The Overall Objective.
To provide a solid foundation for the green promotion of the pesticide industry and the construction of modern pesticide production system. By the end of 2025, the green manufacturing level of the pesticide industry will be significantly improved, and the radiation effect and application demonstration of the green and safe continuous production technology of bulk pesticide products will enhance the green manufacturing level of pesticides in China and enhance the international competitiveness.
Ii. Main work
(A) Strengthen industry self-discipline, eliminate backward production capacity of bulk varieties is the main force in the development of pesticides in China, at present, through effective control of supply to resolve overcapacity is an important way for the industry to get out of the dilemma in the short term. For bulk varieties, the construction of industry self-discipline mechanism, through self-discipline management and mutual supervision, effective control of supply, to maintain stable operation.
(2) Improving the level of clean and continuous production and the establishment of a clean production evaluation system will help guide the industry to eliminate backward production capacity and promote continuous technological innovation of enterprises. It has established and improved an evaluation system for cleaner production of pesticides, formulated a production index evaluation system for bulk products, and released green production technologies such as replacement of toxic and harmful substances (solvents), enzyme catalysis, and complete sets of reactive distillation technologies; continuous flow technology for dangerous processes such as nitrification, chlorination, oxidation, and hydrogenation; and technology for recycling and harmless utilization of pesticide by-products.
(3) Improve product quality Pesticide product quality is related to the quality and safety of agricultural products, and is also the core embodiment of the international competitiveness of enterprises. Encourage enterprises to optimize the process, improve the quality of pesticide products, formulate a batch of product group standards that are higher than national standards and industry standards, actively participate in the formulation of FAO/WHO international standards for pesticides, and promote China's pesticide product standards to reach the international advanced level.
(4) Create a pesticide green factory. Green manufacturing is an inevitable choice for the high-quality development of pesticide industry, and the establishment of green pesticide factories is an important measure for the transformation and upgrading of pesticide industry in China. Under the premise of ensuring product function, quality and occupational health and safety of employees in the manufacturing process, the pesticide green factory should introduce the life cycle idea to meet the general requirements and the comprehensive requirements of six aspects, such as infrastructure, management system, energy and resource input, product, environmental emission and performance. Guide enterprises to standard green factory requirements and improve the level of green manufacturing.
Specific tasks and expected results
(1) Prepare the "Production Capacity Early Warning Report of Pesticide Key Products" for key products with high risk of industrial overcapacity;
(b) For glyphosate, glyphosate, chlorobenzamide and other bulk products with serious excess production capacity, organize industry self-inspection, effectively control production capacity, take the initiative to eliminate backward production capacity, and prepare "Glyphosate Industry Development Report", "Glyphosate Industry Development Report" and "chlorobenzamide Industry Development Report";
(3) Formulate and publish group standards for cleaner production evaluation systems of glyphosate, glyphosate, phenoxymeclozole, pentazolol, niazsulfuron, chlorothalonil, nitrosulone, enoxalone and other products, and publish a number of green production technologies such as toxic and harmful substances (solvent) replacement, enzyme catalysis, and reactive distillation sets. The continuous flow technology of nitrification, chlorination, oxidation, hydrogenation and other dangerous processes is collected for the industry, and a number of advanced continuous production technologies are released.
(4) Encourage enterprises to standard the "pesticide industry green factory evaluation code Part 1: chemical agents", "pesticide industry green factory Evaluation Code Part 2: Fermentation agents", "pesticide industry green Factory Evaluation Code Part 3: preparations" and other three group standards of the China Pesticide Industry Association, to create a batch of pesticide drugs, preparations of green factories.
(5) Formulate and publish product group standards for Phosphonium oxalate solution, chlorfenamide and thiamethoxam aqueous dispersion granules, formulate and publish group standards for ammonium oxalate industrial by-product salts ammonium sulfate and sodium chloride of trimethopol industrial by-product, and assist enterprises in formulating FAO international standards for Phosphonium oxalate, propithiobacillazole, cyclosulfonone and other products.
4. Schedule
By the end of April 2024, pesticide enterprises should be mobilized to implement the green promotion action plan. From April 2024 to November 2025, the Green Promotion Action will be implemented.
By the end of December 2025, the relevant results of the green promotion action will be released.
V. Safeguard measures
1. Strengthening organization and coordination. The association has set up a special working group on green promotion, which is responsible for coordinating the overall work, promoting the implementation of the action plan, implementing the cooperation groups of the Association's bulk product working group respectively, strengthening the communication and sharing of the results of the product collaboration groups, organizing expert technical advisory groups for different tasks to provide technical support for the implementation of the action plan.
2. Strengthening standards. Relying on the Standardization Committee of the Association, it carries out the construction of relevant standards for the green promotion of the pesticide industry, studies and formulates group standards higher than national and local standards, and assists enterprises to participate in the formulation of international standards.
3. Strengthening publicity and promotion. Use the industry publicity platform to publicly release the "Pesticide Industry Green Process List" and "Pesticide Industry Green Factory List" to the public, provide technical guidance for enterprises to choose process technology in new projects and upgrading, support the policy orientation of the government and financial institutions, and give priority to the special funds of government departments related to cleaner production, energy conservation and emission reduction, transformation and upgrading.
