On this basis, in order to better meet the needs of the people for a better life, comply with the changing trend of the people's food structure, establish a big food concept, and improve the food supply system, which will help improve the resilience of the food industrial chain and supply chain, better achieve a balance between the supply and demand of various types of food, and meet the increasingly diversified food consumption needs of the people. We will continue to enhance the people's sense of gain, happiness and security.
To practice the big food concept and ensure food security, we need to broaden our horizons and clarify our thinking. China has a vast territory, land and sea, in addition to arable land, there are more than 4 billion mu of woodland, nearly 4 billion mu of grassland and a large number of rivers, lakes and seas and other resources. Under the premise of protecting the ecological environment, it is necessary to rationally use all kinds of resources, so that when grain is appropriate, grain is appropriate, grazing is appropriate, fishing is appropriate, and forest is appropriate, so as to form a modern agricultural production structure and regional layout that meet market demand and match the carrying capacity of resources and environment. Ensuring food security is an eternal task that should not be relaxed at any time. We will improve the emergency food supply system, do a good job in improving the emergency food security capacity of weak counties in special areas, and constantly improve the emergency food and oil security efficiency.

The development of grain industry economy is the policy of promoting grain, the way of rich peasants and the act of benefiting the people. We will continue to effectively link the high-quality development of the grain industry with the revitalization of the countryside, focus on optimizing the grain processing structure, improve the layout of grain processing, give full play to the exemplary role of leading backbone enterprises, achieve the development of grain industry clusters, promote the quality and upgrading of grain products, and optimize and upgrade the grain industry, so as to build a modern grain industry system that meets the requirements of high-quality development. We will further promote the quality grain project, implement the six major improvement actions of green grain storage, quality brand of grain varieties, traceability of grain quality, grain machinery and equipment, food emergency support capacity, and food conservation and reduction of healthy consumption, pay more attention to the improvement of the whole chain, the overall promotion of regions, and the main role of enterprises, and promote the high-quality development of the grain industry.
